Department of Communication and Informatics in Prabumulih is an organization or institution which responsible to manage informatics in order to realize the smart city program. During their duties, Department of Communication and Informatic in Prabumulih had never done any evaluation. There are some obstacles occurred in the organization such as the Main Duties and Functions (TUPOKSI) was being processed manually and there was no application which support this workload to minimize the error. Then, there are some people in management unit of Information Technology who are still doing unrelated Main Duties and Functions (TUPOKSI) in Information Technology and the last, there is no clear Standard Operating Procedure (SOP) for each information technology management. This research has a purpose to measure the capability level of IT governance in Department of Communication and Informatics in Prabumulih by using COBIT 5 Framework. The assessment is being used to measure the capability of the organization, people, and the system to reach its goals. After doing a purpose mapping based on COBIT 5, there are three processes that will be researched and the respondent of this research will be divided with RACI. The obtained result from the capability level for APO01 and APO07 was on level 3. Meanwhile, APO04 was on level 2. The recommendation for improvement in order to reach level 4 was according to best practice COBIT 5.
