In order to achieve the Universal Health Coverage (UHC) target, puskesmas as a health service provider can improve service quality and optimize the use of resources through the capitation funds obtained. This research aims to analyze the implementation of the JKN program at the Sei Baung Health Center through the evaluation criteria of appropriateness. This study used a qualitative research method with a descriptive analytical research design. Informants in this study amounted to 20 people which included human resources at the puskesmas, JKN participant patients, and BPJS Kesehatan Palembang employees. Primary data and secondary data were analyzed using appropriateness evaluation criteria. Based on the appropriateness criteria, The results of the implementation of the JKN program have not accurately achieved the goals of the JKN program in ensuring the health needs of the community, because there are still inaccuracies in terms of delegation of authority, achievement of indicators of success, conformity with the flow of JKN participant service procedures, inadequate availability of drugs, and inappropriate JKN program participation targets. Barriers to the implementation of the JKN program that are still found at the Sei Baung Health Center in appropriateness evaluation criteria, encourage the puskesmas, BPJS Health, local government and the community to cooperate with each other in achieving the success of the JKN program. This primary health care can can do by Switching and assigning tasks for excessive numbers of human resources, providing substitute drugs, SOPs, indirect contact education to patients, scheduling socialization, directing patients to respond to services, monitoring membership coverage, and testing the validity of population data.
