PENGUKURAN KINERJA MENGGUNAKAN METODE BALANCE SCORECARD DI PUSKESMAS PEMBINA KOTA PALEMBANG
Puskesmas is one of the local government agencies engaged in the public sector in the field of health services that are social and economic activities so that there is a need for a performance measurement for all aspects of the Balanced Scorecard. This study aims to determine the performance of the Palembang City Pembina Public Health Center using aspects of the Balanced Scorecard which include, Customer Perspective, Financial Perspective, Internal Business Perspective and Growth and Learning Perspective. The type of research used is descriptive quantitative. The data used in this research are primary data and secondary data, primary data is the result of processing questionnaires and interviews, while secondary data is in the form of archives or documents related to the problem being studied. Data collection techniques are questionnaires, interviews and documentation. The results of the analysis show that from the four perspectives of the Balanced Scorecard as follows: The financial perspective shows the condition of Fairly Efficient based on the realization of the budget which is considered quite good even though it has not been 100% absorbed. The customer perspective is considered good based on 5 (five) indicators where the results obtained are no significant differences between the services received and the services expected by the patients. The Internal Business Perspective is considered Good because it is able to carry out the Innovation Process, Operation Process, and Post-Visit Service Process. The growth and learning perspective is considered quite good based on 3 (three) indicators that must be investigated. It can be said that the performance of the Palembang City Pembina Public Health Center as a whole can be said to be good. The suggestion of this research is that the Pembina Community Health Center can increase the speed and accuracy of services, maximize the budget up to 100%, and provide rewards or imbalances for employee achievements so that they can provide the best service to the community.
