This study examines the effect of local revenue (PAD), general allocation funds (DAU) on regional spending and to determine whether or not the Flypaper Effect is in Bangka Belitung Province, Riau Islands Province, Riau Islands Province, South Sumatra Province, and Riau Province. The analysis method used is quantitative with panel data regression analysis tools. The results of this study are (1) Local Own Revenue (PAD) and General Allocation Fund (DAU) has a positive and significant effect on regional spending (2) there is no Flypaper Effect in South Sumatra, Riau Province, Riau Islands Province, and Bangka Belitung Province. However, these results can only be applied in the province and cannot be applied in other provinces (3) The results showed that the regression model selected based on the Chow and Hausman test chose the Fixed Effect Model (FEM) (4). Based on the results of the highest intercept value, it shows that the highest average regional expenditure value occurs in Riau Province and the lowest in South Sumatra Province.
