The purpose of this research are (1) to describe the response of rice mill entrepreneur to HET (Highest Retail’s Price), (2) to analyzing the price difference before and after the HET Highest Retail’s Price) establishment on the rice mill entrepreneur during the rice process, and (3) analyzing the rice mill entrepreneur’s income before and after the HET (Highest Retail’s Price). The research were implemented over the large scale rice mill entrepreneur in Palembang, medium scale in Banyuasin, and small scale in Musi Banyuasin. The place choosen in (purposive).The data colleted in this research on November 2019. The data that collected in this research are primary data and secondary data. The methode used in this research is survey method. The result of the researchcan be concluded: (1) The response of Rice mill entrepreneuris classified into the low response for the Highest Retail’s Price establishment, followed by 3 indicator measured through 4 questions which is 1 indicator from 6 respondents.The small and medium rice mill industry the owner does not applied the existing HET: (2) The large rice mill industry after the HET the grain price and the selling price of rice get increased. The medium rice mill production’s cost does not have a high difference between 2017 and 2018. The average of the production cost of rice mill industry along the process of grain milling to rice milling process on 2017 is smaller than the average production cost on 2018; and (3) The different income occurred in the large rice mill industry before the HET and after the HET, the income of medium rice mill industry on 2017 is bigger than 2018, while the income of small rice mill industry on 2017 is smaller than 2018.
