The role of government expenditure and trade openness have an impact on welfare not only to increase economic growth but also to increase human development index. This study aims to analyze the effect of government expenditure and trade openness on human development index with economic growth as an intervening variable. This research was conducted in 5 ASEAN countries including Thailand, Philippines, Indonesia, Vietnam, and Cambodia. The data used in this study is secondary data with the research period from 2000-2018. The analysis technique used is path analysis technique with panel data. The results of this study indicate that (a) government expenditure and trade openness have a significant positive effect on economic growth; (b) government expenditure and trade openness have a positive but not significant effect on human development index, while economic growth has a significant positive effect on human development index; and (c) government expenditure and trade openness have a significant positive effect on human development index through economic growth.
