ANALISIS KEMAMPUAN KEUANGAN DAERAH DAN FISCAL STRESS TERHADAP ALOKASI BELANJA MODAL DI SUMATERA BAGIAN SELATAN
This study aimed to analyze the effect of financial capacity, namely the degree of fiscal decentralization, the ratio of regional financial independence and the variable fiscal stress on the allocation of capital expenditures in Southern Sumatra. The data used in this study is panel data from 60 districts/cities in Southern Sumatra in the 2015-2019 range. The data analysis technique used is the multiple linear regression analysis technique of panel data using the random effect model (REM) approach. The results of this study indicate that urban areas have more financial capacity in implementing regional autonomy compared to districts. Meanwhile, fiscal stress conditions indicate that there are still many districts/cities in Southern Sumatra that are experiencing fiscal stress conditions. The estimation results show that the fiscal stress variable has a significant effect on the allocation of capital expenditures, while the variables of the degree of fiscal decentralization and the ratio of regional financial independence have no significant effect on the allocation of capital expenditures in Southern Sumatra.
