This study aims to determine the analysis of the implementation of the regulation of the minister of agrarian and spatial planning of the republic Indonesia number 6 of 2018 concerning complete systematic land registration in sidorahayu village, East OKU Regency. This study uses a descriptive method with a qualitative approach. There are 6 informants of resource persons in this study. The data collection techniques used includes credibility test, transferability test, depanbility test, and confirmability test. The data analysis technique used was data reduction, data presentation and conclusion drawing. The focus of research on policy implementation theory according to Edward states that they are 4 variables, namely: communication, resources, the attitude, of the implementer, and bureaucracy. Based on the results of the data analysis that has been carried out, it can be concluded that the East OKU land office has implemented according to instructions and technically, but due to limited resources, assisted by a third party a licensed cadastral surveyor service office is pursuing a land certificate target, a third party officially licensed as designated by the government.
