The aim of this research are to know the effectiveness level of market retribution in Toba Samosir Regency, in the year 2001-2007, realization of Local Original Income, market retribution of contribution to Local Original Income and the accounting of market retribution in Toba Samosir Regency. This research also analyzed the policy that should be taken by the local government in Toba Samosir Regency to increase the income from market retribution. From the result of analysis the data indicate the effectiveness level of acceptance on market retribution during the years period of 2001-2007 in Toba Samosir regency is yearly average in amount of 77,87%. Based on Ministry of Home Affairs Policy No. 690.900.327/1994 regarding Fiscal and Performance Evaluation, the effectiveness level of the market retribution was including adequate effective. Realization of Local Original Income acceptance show yearly average can reach in amount of 95,46%. Furthermore, during year 2001-2007, contribution of market retribution acceptance to local original income was including very much lacking, that is yearly avarage in amount of 1,88%. 1n optimizing market retribution acceptance, therefore in specifying target of market retribution should pursuant to the potency contained as according to market retribution potential calculation.
