This study aims to determine the Effectiveness of the Implementation of Law Number 13 of 1998 Against the Fulfillment of the Rights and Obligations of the Elderly at the Harapan Kita Elderly Social Institution in Palembang. The research method used in this research is quantitative descriptive and the population in this study is the elderly Harapan Kita Palembang, amounting to 58 people and then the sample chosen amounted to 51 people. The sample in this study was taken using purposive sampling is data collection techniques used are documentation and questionnaires. Based on the results of research and discussion, it can be concluded that the Effectiveness of the Implementation of Law Number 13 Year 1998 Against the Fulfillment of the Rights and Obligations of Old Age has gone well. This can be proven from the results of the analysis of the results of the questionnaire conducted by researchers on 5 indicators that serve as benchmarks of research obtained an average result of a percentage that is effective implementation of Law No. 13 of 1998 on fulfilling the rights and obligations of the elderly because it is influenced by several factors including legal factors 65.4, law enforcement factors 75.5, supporting facilities or facilities factors 78.4, community factors 74.0, cultural factors 58.1. With the results of this study that the effectiveness of the implementation of Law No. 13 of 1998 towards fulfilling the rights and obligations of the elderly in the Harapan Kita Palembang social institution has been well addressed with the results of 62.5 6271.5.
