There are 12 informants in this study consisting of holders of drinking water store programs, depot owners and the community around the drinking water store chosen purposively. Data collection is done by in-depth interviews, observations and document review. The results showed that in preliminary supervision, there was a shortage of health workers who conducted supervision and there were no special funds available for the surveillance program. During supervision during work, there is often no supervision carried out by the Health Office, no inspection of raw water and counseling to store owners is not carried out.
