EFEKTIVITAS PROGRAM PROLANIS (PENGELOLAAN PENYAKIT KRONIS) DI PUSKESMAS PEMBINA PALEMBANG

Program prolanis adalah program dari BPJS Kesehatan yang mana bertujuan untuk memelihara kesehatan peserta BPJS yang menderita penyakit kronis dengan biaya pelayanan yang efektif dan efisien. Penyakit hipertensi merupakan salah satu 10 penyakit terbanyak dengan jumlah penderitanya 3 tahun terakhir semakin meningkat di Puskesmas Pembina. Tujuan dari penelitian ini untuk menganalisis efektivitas program pengelolaan penyakit kronis terhadap penyakit hipertensi di Puskesmas Pembina Palembang. Penelitian ini menggunakan pendekatan kualitatif, data diambil melalui wawancara mendalam, telaah dokumen, dan observasi. Informan berjumlah 8 orang berasal dari 4 orang petugas kesehatan dan 4 peserta Prolanis. Dari sisi variabel pemahaman program, petugas kesehatan sudah cukup memahami mengenai prolanis. Variabel ketepatan sasaran program cukup baik karena pelaksanaan program sesuai dengan kebutuhan peserta. Variabel ketepatan waktu program belum cukup efektif karena tidak adanya kesepakatan jadwal antara petugas dengan peserta prolanis. Banyak kegiatan yang belum terlaksana seperti tidak ada sms gateway, tidak dilaksanakannya senam khusus prolanis, dan tidak adanya pelaksanaan edukasi. Variabel tujuan program Prolanis belum semuanya tercapai. Variabel perubahan nyata peserta menjadi lebih sehat dan bisa mengetahui status kesehatan mereka. Berdasarkan kelima indikator efektivitas, pelaksanaan kegiatan prolanis di Puskesmas Pembina belum cukup efektif. Saran untuk Puskesmas Pembina agar pelaksanaan program prolanis dibuat kesepakatan jadwal dan kegiatannya dicatat setiap bulan agar kita bisa melihat keefektifan dari program tersebut setiap bulan. Kata Kunci : Efektivitas, Prolanis, Hipertensi, Puskesmas Prolanis program is a program made by BPJS Health to maintain the health of participants who suffer from chronic disease with cost effective and efficient services. Hypertension is one of top 10 diseases with the most sufferers and in the past 3 years the numbers keep increasing in Pembina health center. The purpose of this study is to analyze the effectiveness of chronic disease management programs of hypertension in the Pembina health center Palembang. This research uses a qualitative approach, data was taken through in-depth interview, document review, and observation. There were 8 informants which cama from 4 health center employees and 4 prolanis participants. Understanding of the program variable, emplyees were understand enough about prolanis. The accuracy of the program target variable was quite good because the program implementation was in accordance to the needs of the participants. The program timeliness variable was not yet effective because there was no agreement for schedule between employees and prolanis participants. Many activities that have not been carried out such as there were no sms gateway, special gymnastics for prolanis, and the absence of educational implementation. The purpose variable of prolanis program have not been yet achieved. The real change variable for the participants is to make them more healthy and know their health status. Based on the five effective indicators, prolanis program of Pembina Health Center is not yet effective. Recommendation for Pembina Health Center for the implementation of the prolanis program is make an agreement schedule with the participants and to record the activities every month so that we can see the effectiveness of the program every month.
