Hydrocortisone acetate can overcome the anti-inflammatory effect very well, the delivery system of active substances needed can enter through the systemic. Etosomes have a high penetration rate through the skin which can improve drug delivery through the stratum corneum. Gel preparations were made using variations in the concentration of carbopol® 940 with components consisting of triethanolamine, propylene glycol, benzalkonium chloride, aquadest and etosome with 3 formula variations in the concentration of carbopol® 940 namely 1% for F1, 1.5% for F2, and 2% for F2 F3 This study aims to study variations in the carbopol® 940 gel forming agent on the characteristics of the hydrocortisone acetate gel preparation and to study the concentration of the gel forming agent sought from variations in the concentration of carbopol® 940 to obtain the hydrocortisone acetate gel ethosome gel preparation with good properties with the best formula. The parameter used in this study is the comparison of results from variations of the carbopol ® 940 formula. Based on the results obtained the concentration of carbopol ® 940 focuses on the characteristics of the gel preparation, the higher the concentration of carbopol ® 940 makes the gel more stringent and difficult to apply and makes the active substances in the gel difficult to penetrate into the skin. What if the concentration of carbopol ® 940 will make the gel preparation easy to erase because of its low adhesion so that the resulting yield is not optimal. The results showed the best formula in this study at the first meeting (F1) with the values of pH, viscosity, spreadability, adhesion, washing power, homogeneity and complete assistance assisted at 4.71 ± 0.04; 956 ± 12.49 cP; 5.20 ± 0.10 cm; 12.00 ± 0 seconds; 4.20 ± 0.20 mL; homogeneous and stable.
