Abstract: This research aims to determine the participation of citizen Learning package C in learning activities at PKBM Melati in the village of North Parit Indralaya examined by elements of participation of citizens studying in the learning activities. This type of research is qualitative using a descriptive approach. Respondents in this study numbered 10 people. Primary data collection techniques are obtained from tutors, citizens studying and managing PKBM Melati with interviews and observations. Secondary Data is derived from books, journals, articles related to research and documentation in the Jasmine Community Learning activities Centre. Results show that citizen participation in learning package C in the learning activities is still lacking. This is evidenced by the time the residents learn each meeting and learning activities.
