ANALISIS TINGKAT KEJADIAN PELANGGARAN KESELAMATAN DAN KESEHATAN KERJA SEBELUM DAN SESUDAH BERLAKUNYA PENERAPAN GOLDEN RULES VERSI 3.0 DI PT. BUKIT ASAM, TBK UNIT PERTAMBANGAN TANJUNG ENIM TAHUN 2020
PT Bukit Asam Tbk is one of the five largest coal producers in Indonesia. To minimize violations, PT Bukit Asam Tbk has made a program, namely golden rules, Which aims to prevent violations. Because there are still violations is 253 incident, it was necessary to have research on the analysis of the incidence of occupational safety and health violations before and after the implementation of the golden rules version 3.0. This research used a qualitative method. There were six informants. Data collection methods used were interviews, observation, and document review. The data were presented in the form of narration, tables, and graphics. The results showed that the number of violations in the implementation of the golden rules version 3.0 was 253 violations during the 28 months of implementation with an average of nine incidents per month. Punishmentsimposed on workers who violated the golden rules were warning letters, transfers, layoffs, company point sanctions and fines, as well as financial rewards. There were rules for preventing the incidence of occupational diseases, namely the mandatory use of masks in areas where there were dust and gas. The number of accidents in the implementation of the golden rules version 3.0 was 35 events with an average of one incident per month. From this research, it could be concluded that the incidence of violation of the golden rules version 3.0 had decreased from the previous golden rules version. Violations occurred because the culture and behavior of workers were still lacking. Punishments applied were warning letters, transfers, layoffs, company point sanctions and fines, as well as financial rewards. The decrease in the incidence of violations in the implementation of the golden rules version 3.0 caused a decrease in accidents compared to the previous rules.
