This study aims to find out how the Implementation of Regional Regulation No. 5 of 2013 regarding the Implementation of Permits for boarding house in kelurahan Timbangan 32 Ogan Ilir in 2018. The background of this study is there are still many boarding house operators in keluarahan Timbangan 32, Ogan Ilir Regency who disobey the rules regarding fence gates and sign boards as boarding identities. This research was carried out at the One- Stop Integrated Investment and Licensing Office in Ogan Ilir Regency. The type of this research is descriptive using qualitative research methods. The type of data used are primary data and secondary data, while technique to collect the data were observation, interviews, and documentation. This study uses a theory of policy implementation models proposed by Ripley and Franklin. The results of this study indicate that the Implementation of Regional Regulation Number 5 of 2013 regarding the Implementation of Permits for Boarding House in kelurahan Timbangan 32 Ogan Ilir Regency in 2018 has not been running optimall because there are still many problems found in the implementation of boarding houses such as the are still many owners of boarding house who disobey the rules regarding the procedure for implementing boarding house permits such as there are no fence gates and sign boards as a boarding identity. Moreover, the problems of boarding house permits also due to the lack of supervision and coordination between agencies and parties involved in controlling, prohibiting and imposing sanctions on boarding house operators who obey the rules. The suggestions relate to the findings of the constraints outlined earlier, socialization about permits of boarding house need to be held actively to the community towards this policy and the supervision and coordination between parties involved in the policy must be increased so that sanctions can be upheld.
