Social insurance is a protection for workers in the form of monetary compensation in lieu of a portion of lost or reduced income and services as a result of some conditions experienced by workers for example work accidents, illness, pregnancy, childbirth, old age, and die. Protection for workers can not only be enjoyed by formal workers but now informal workers can also get protection. However membership in informal workers is still low. To increase BPU membership public relations strategic needs to be applied. In this study researchers used the theory according to Cutlip, Center, Broom (2005:268)there are four stages in the occurrence of public relations strategic which includes defining the, planning and programming action and communication and evaluating research methods and collecting data by in-depth interviews, observation, and documentation. The results of this study are public relations strategic of BPJS Ketenagakerjaan is increasing BPU participants (Not Wage Recipients).
