REZIM KELAUTAN INTERNASIONAL: STUDI TERHADAP INDIAN OCEAN RIM ASSOCIATION (IORA)
The background of this research is as it is known that the Indian Ocean is a center of international trade and transportation. This area is bound by trade routes and controlled by the government of each country. To integrate and remove obstacles in the path of economic activity, an international organization, namely the Indian Ocean Rim Association (IORA), was formed. This study aims to describe how the performance of the Indian Ocean Rim Association (IORA) in implementing the work programs contained in the IORA Action Plan 2017-2021 regarding fisheries management. The author uses the Regime Effectiveness theory to find out how effective IORA is in carrying out the fisheries management program. In this study, the author uses qualitative research methods with descriptive research type. Sources of data that will be taken in this study are premier data and secondary data. Primary data obtained from observations and interviews with several parties, namely the Government (Ministry of Marine Affairs and Fisheries), Marine Science Academics, and organizations engaged in fisheries. Secondary data were obtained through references in the form of literature, journals, and the results of previous research. The research results are as follows: (1) based on the “Mid-Term Review of the implementation of the IORA Action Plan” which was reported at the 10th meeting of the Bi-annual Committee of Senior Officials (CSO) on 29 June - 1 July 2020, the work program announced in the IORA Action Plan 2017-2021 related to Fisheries Management, which is still under progress status. (2) There are several indications that IORA's performance is still under progress, including There is no clear and structured mechanism to run the Fisheries Management program; The diversity and geographic location of the different countries; There is no full power member state; IORA member countries are also affiliated in other international organizations; Lack of resources. The suggestions from researchers to maximize the performance of IORA are: (1) At the Councils of Minister (COM) meeting, it focuses more on raising issues regarding fisheries management; The Committee of Senior Officials (CSO) is expected to be able to properly review the decisions that have been decided at the COM meeting. (2) Building a better mechanism to carry out the priority agenda regarding fisheries management/fisheries management as well as member countries is expected to strengthen political commitment within the scope of the organization or in this case the IORA.
