ANALISIS FAKTOR PENYEBAB KETERLAMBATAN DALAM PELAYANAN PEMBUATAN KARTU BUKTI DIRI (KBD) DI PT KERETA API INDONESIA (PERSERO) DIVISI REGIONAL III PALEMBANG
This research named as Analysis of the factors that causing delays in the service of making self-evident card (KBD) at PT Kereta Api Indonesia Regional Division III of Palembang City. This research’s background is due to a delay in the service of making self-evident card (KBD) that are not in accordance with the minimum service standards of PT KAI (Persero), that causing complaints from the users. This research aims to analyze the factors that cause delays in the services provided. This research was analyzed using supporting factor theory that can make the service could run properly as it proposed by Moenir (2016: 88) using 6 dimensions namely awareness factors, regulatory factors, organizational factors, income factors, capability factors and service facility factors. The method used in this research is descriptive qualitative analysis techniques through the data collection by conducting observations, interviews and documentations. The results of this research indicate that the services provided have not been running properly. The key factor that causes delays in the service of making self-evident card (KBD) is tupoksi, where PT KAI (Persero) as a company does not circulate clear tupoksi which causes the executor not to feel responsible for the existing tasks, prioritizing the main work first and feeling confused or mistakenly given the additional assignment.
