This research analyzes the implementation of the policies for establishing, administration, and management of Village Owned Business Entity (BUMDes) in South Karang Endah Village, Muara Enim Regency. The problem in this research is that the management of Village Owned Business Entity (BUMDes) in South Karang Endah Village is still not optimal. This research aims to determine the success factors of implementing the Village Owned Business Entity (BUMDes) policy in South Karang Endah Village, Muara Enim Regency. The theory used to analyze the policy's implementation is to use the theory of implementation proposed by Ripley and Franklin with the level of compliance, the smoothness of routine and function, and the realization of the desired performance and impact. This research uses descriptive qualitative research. This research concluded that implementing the policies for the establishment, administration, and management of Village Owned Business Entity (BUMDes) in South Karang Endah Village had been implemented well. However, there are still obstacles in the management of BUMDes. It can be seen from the analysis based on indicators using the theory of Ripley and Franklin. There are inhibiting factors in the management of the BUMDes business unit, which is the management of the BUMDes brick formed business unit of South Karang Endah Village has not been appropriately implemented, and there is a lack of strategy in developing of the business unit. The results of this research can be used as material for improving the implementation of Village Owned Business Entity (BUMDes) policies, that is necessary to conduct studies and discussions with policy implementers, village government and the public to get new inputs to improve the implementation of the Village Owned Business Entity (BUMDes) policies in South Karang Endah Village.
