The purposes of this research was to determine the factors influencing the implementation of curriculum 2013 in state Elementary School 04 Indralaya south of Ogan Ilir Regency. The problem of implementing curriculum 2013 because SDN O4 Indralaya Selatan District Ogan Ilir does not carry out compulsory extracurricular activities and does not have the teacher BK. The theory used is the theory of the Van Meter and Van Horn implementation which includes the standards and objectives of policies, resources, relationships between organizations, characteristics of implementing agents, social, political and economic conditions, and implementation disposition. The methods of study used are qualitative methods. Data collection techniques consist of in-depth interviews, observations, documentation, and library studies. The results of the study implementation of 2013 curriculum at SDN 04 Indralaya Selatan District Ogan Ilir has not reached the target of the 2013 curriculum policy because the learning process has not been in accordance with Permendikbud number 81A year 2013 and the school does not implement compulsory extracurricular in the form of scout and extracurricular activities of choice. Factors that affect the implementation of curriculum 2013 has not reached the target due to lack of extracurricular supporting facilities resources, the lack of HUMAN resources and the compulsory co-worker. Lack of facility resources such as desks, chairs, teaching media, toilets, and UKS rooms as well as sports facilities. Lack of financial resources to recruit honorary teachers and fulfill school facilities, the absence of active support from the political elite, the lack of training that teachers receive. We recommend that there are supporting regulations in the area for policy coming from the center, ask for the addition and improvement of school facilities and the addition of teaching and co-curricular personnel to Disdikbud Ogan Ilir for the implementation of the 2013 curriculum at SDN 04 Indralaya south of Ogan Ilir Regency can reach the target of the curriculum policy 2013.
