The purpose of this research was to cognize the implementation of Palembang City Regulation No. 22 of 2011 about Doctor’s practice permits and Health Worker’s work permits. The method of research in this study was qualitative descriptive that describes the phenomena which were studied with the unit of analysis. Research data collection includes interviews, observation and documentation. This research used Van Metter and Van Horn public policy implementation theory (Policy size and goals, Resources, Characteristics of the executive agents, the Attitudes / tendency of executioners, Communication between organizations, Economic environment, Social and Political Spheres). The results of this research indicate that Palembang City Regulation No. 22 of 2011 about Doctor’s practice permits and Health Worker’s work permits has run quite well. This is demonstrated with a good implementation process that has been carried out by the Investment services and the integrated Service one door of Palembang city.
