ABSTRACT This research is motivated by the sailing accident that is still common in Musi River Palembang, South Sumatra Province. In 2018 the ship accidents increased from 2016 and 2017. This research purpose is to determine the Standards of Policy Implementation in the Maritime Safety Transportation Agency of South Sumatra province. This research used descriptive research method with qualitative approach. Data collection techniques using interviews, observation, and documentation. The theory used in this research is the theory of Ripley and Franklin, there are three perspectives to measure the success of that policy implementation, level of compliance, smooth implementation of routine functions, and the realization of the performance and the impact. Based on the results of the study it can be viewed from three dimensions that had been in the analysis is quite good, but not optimally because there are several factors that had not been going well. This research provides some suggestions that the Department of Transportation safety of navigation in the South Sumatra province have the desired impact, they should be able to increase the discipline in using safety equipment, and add more human resources in the field of shipping so that the supervision in the field will be done well.
