This research was motivated by the lack of knowledge of adolescents regarding the problems of early marriage, pre-marital sex and drugs in the management of the Sidamika Youth Counseling and Information Center at SMK Negeri 5 Palembang in 2019 as stated in the regulation of the Head of the National Population and Family Planning Agency Number : 88/PER/F2/2012. This study aims to determine how the implementation of the BKKBN Head Regulation Number : 88/PER/F2/2012 concerning Guidelines for the Management of the Information Center and Youth Counseling. This research method is a qualitative study using Adam Smith’s implementation theory, namely using four variable, namely idealized policy, target groups, implementing organization, and environmental factors. Data collection techniques used are through in-depth interviews, documentation and observation. The result showed that the idealized policy variable could not be included in the “youth friendly” category because the fulfillment of facilitation had not been achieved. In the target group variable, the regeneration process is only carried out at the school level, but for detailed follow-up on the flow of regeneration, the information center manager and youth counseling are inadequate. Implementing organization variables in the data format in the form of attendance and documentation of activities were very simple and dit not meet administrative standards, environmental factors variables from four environmental factor indicators, namely social, culture, economic, and political aspects have not met the achievement target. With the conclusion tha the achievement of successful implementation has not been achieved.
