In Finland, immigration has become a source of population growth as well as cultural exchange. The largest immigrant population entering Finland is dominated by neighboring countries such as the Russian Federation and Estonia, as well as many immigrants from further areas such as Syria and Somalia. According to the Population Research Institute, in 2014, the number of immigrants in Finland represented about 4% of the total population (Institute, 2017). Immigration and the integration of immigrants through education in the European region have become an important focus. This is because for the children of migrants, education is the main tool of integration. This thesis analyzes the Finnish strategy in the implementation of education policies for immigrants. The purpose of this research is to find out what approaches are taken by the Finnish government in order to provide fair and equal educational opportunities for immigrants. The author uses the welfare state theory as an analysis knife to answer research questions and elaborate the discussion in this study. This theory emphasizes the principles of justice and equality which are manifested in the formulation of educational policies for immigrants in Finland. This research is qualitative in nature so that the source and data collection are prioritized from documents. The results show the combination of the four dimensions that determine the strategy of the Finnish government in ensuring education for immigrant citizens that has been elaborated on in the discussion. The four dimensions include analysis of educational policies, educational curricula, sources of funding, and education levels for immigrants in Finland.
