This research examines about family welfare empowerment program in Mangku Negara village. This research aims to analyze about the empowerment program that implemented by PKK Mangku Negara village and the obstacles during empowerment program occurred. The research method used in this research is descriptive qualitative method. Data collection obtained from observation, interview and documentation with study case strategy. The number of informants in this research was 10 people, determined by purposively. This research uses empowerment theory of Mardikanto and Soebianto about empowerment analyze through three sides, namely enabling, empowering and protecting. The result of this research found that, the empowerment program created by PKK is handicrafts making training, environmental management and ultilization training, food processing training and education about public health. While, the obstacles experienced by PKK are divided into internal obstacles and eksternal obstacles. Internal obstacles such as lack of knowledge about technology and the timing of the meeting changes frequently. Eksternal obstacles such as limited funds and lack of adequate about facilities and infrastructure. Key words: Program, Empowerment, Welfare, Family.
