The objectives of this research are (I) to know how Government of Ogan Ilir Residence apply the performance based budgeting as foundation in arrange the Income and Expense Budgeting, and (2) to know how performance based budgeting application can overcome all of weakness in traditional budgeting. Research finding has shown that during period 2005-2006, Government of Ogan Ilir Residence did not apply performance based budgeting fully. It can be shown that standard measure was not based on Minimum Service Standard. Because the standard measure was only based on importance of each organization under Government of Ogan Ilir Residence. It makes society cannot really feel the benefit of services from government. And the human resources of Government of Ogan Ilir Residence have less knowledge about performance based budgeting. In order to repair this problem, Government of Ogan llir Residence must apply performance based budgeting fully according of formal regulation and increase performance of government.
