The objectives of this research is (1) to know how Government of Banyuasin Residence apply the perfonnance based budgeting as foundation in arrange the Income and Expense Budgeting. Research finding has shown that during period 2007, Government of Banyuasin Residence apply perfonnance based budgeting fully, altought it was not perfect, because in arrange the work planning, the government just apply money as the output measure, and the result has no 100 percent Beside of money, they can used other for output measure, like employees, material, etc.
