This study was aimed at finding out the flypaper effect of the general fund allocation and regional incomes on the regional expenditures. Flypaper effect is a condition in which local government tends to depend on the Central govemment’s fund transfers to run the local government's development due to the low incomes of the local government. The data were secondary ones taken from the year 2001 to 2011. This was a quantitative and qualitative study in which the data were analyzed using the multiple regression. It was found that the regional incomes and general fund allocation had positive and significant effects on the regional expenditures of Palembang and Musi Banyuasin.
