The era of regional autonomy demands local government to be more independent in managing their finances. While reducing dependence on Central government transfers. This study aims to determine and analyze the effects of General Allocation Fund (DAU) and Revenue (PAD) of local expenditure and see whether the flypaper effect occurs. The sample used is the budget and expenditure of local government district in South Sumatra Province during the period 2004-2008. The instrument used is multiple regression. The results of this study indicate that the influence of PADt-1 higher than DAUt-1 influence on local expenditure. These condition shows that the flypaper effect is not found.
