This research was aimed at identifying the influence of fluctuation of world oil prices and foreign debts on the dollar-rupiah exchange rates in the short and in the long terms. This research used secondary data of 1991 to 2009. This research used the theory of exchange rates. The data were analyzed by using Error Correction Model (ECM). The regression analysis shows that fluctuation of world oil prices and foreign debts significantly influenced the dollar-rupiah exchange rates. Increased prices in the short and the long terms caused the exchange rates depreciate. lncresed in foreign loans by the govemment and private sector in the short terms cause an increase in the exchange rates whereas foreign loans cause the rate to depreciate.
