The purpose of this research is to know how the ability of district finance in Palembang. The analyze is used are fiscal autonomy degree, fiscal need and fiscal capacity, fiscal position. This study uses multiple regression to calculate how the impact of local original income and govemment transfer to fiscal autonomy degree in Palembang the result of DOF in Palembang from 1989-2007 has the average as 11,50 percent, means fiscal autonomy degree in Palembang decided in not good category. The result of fiscal needs and capacity fiscal has the average for each 33,30 percent. The fiscal needs is increase every year because increasing in amount of occupant. The result of fiscal position that elasticity of local original income to regional bruto of domestic income based on constant price as 1,41 and base on ocour price 0,93. In regression, local original income and govemment transfer to DOF shows the impact of local original income and govemment transfer to DOF in Palembang significantly.
