Performance assessment is an essential thing for company. Every company that wish to move forward require a measurement for their performance during a period of time. These days financial performance measurement is not enough to express the real organizational performance, so that developed a Balanced Scorecard concept. Balanced Scorecard was introduced for the first time by Robert S. Kaplan and of David P. Norton. Balanced Scorecard has been tested and not only capable to measure company performance, but also capable to give strategic plan for the progress of company. This concept will also assist company to do performance measurement more comprehensive and accurate. The purpose of this research is to find out about the implementation of Balanced Scorecard at PT. Kereta Api (Persero) Divisi Regional III Sumsel as an alternative for their performance measurement. Balanced Scorecard consist of four perspective, that are: Financial Perspective, Customer Perspective, Internal Process Business Perspective and Learning and Growth Perspective. Because of the wide coverage of Balanced Scorecard itself, researcher limits the research at Learning and Growth Perspective. Elements of Learning and Growth Perspective are: Employees Satisfaction, Employees Retention, and Employees Productivity. The result of the research through questioner spreading indicate that there are several things where the level of employees satisfaction still low. The low level of employees satisfaction indirectly will influence their (employees) performance which will also influence the company’s performance. By processing the company’s primary data, known that the employees retention measured with Labor Turn Over is high. This thing shows that there many employees who quit from the company. And employees productivity itself shows decrease and increase from 2002 until 2007.
