RIS PNPM Mandiri is a society development program under PNPM Mandiri, the support included facilitation and mobilization of the society in identifying the problem of proverty, planning and implkemntation of insfratrukture develompemnt villege. This research aims to determine how the implementation of the RIS PNPM Mandiri in South Tebing Gerinting year 2013 as well as to determine the factors that affect the implementation of the program. This type of research in this thesis is a descriptive research using qualitative research methods. Instrument of data collection was observation, interviews, and documentation. Informant selection using purposive sampling method. This research use the theory of implementation belong to George C. Edward III where implementation is influenced by four factor that is Communication,Resoures, Dipotition, and Bureaucratic Structure. This results showed that the implementation of RIS PNPM Mandiri in South tebing Gerinting have several stages including socialization and society mobilization stage, participatory planning stage, implementation physical stage and post-implementation physical stage. Condition of communication program is not good with the change in the content of command operation to be carried by executive of village level, which affect quality of insfrastruktur is not good, compliance resources, human resources, dispotitio, and Structure Bureucracy is alredy well, and hopely to increased stake of the excekutive of village lavel
