PERAN INTERNATIONAL ORGANIZATION FOR MIGRATION (IOM) DALAM MENGHADAPI ISU KEJAHATAN TRANSNASIONAL: STUDI KASUS PERDAGANGAN MANUSIA DI WILAYAH PERBATASAN INDONESIA-MALAYSIA
This study analyzes the role of the International Organization for Migration (IOM) in addressing the issue of human trafficking as a form of transnational crime in the Indonesia-Malaysia border region. The problem of human trafficking in the area continues to increase due to weak border controls, high illegal migration flows, and exploitation of vulnerable migrants, especially women and children. The study highlights how the IOM carries out its mandate in the context of migrant protection and cross-border crime prevention. With a qualitative approach and descriptive method through literature review and documentation, this study adopts the theory of international organizations from Michael Haas which includes five indicators of input functions, namely articulation, aggregation, socialization, recruitment, and transactions. The results of the analysis showed that IOM plays an active role in raising the issue of human trafficking through international forums and bilateral cooperation, facilitating agreements between Indonesia and Malaysia through MOU TKI, as well as disseminating norms for the protection of victims in border areas. IOM is also recruiting local actors such as village officials and NGOs to strengthen the protection system, as well as providing repatriation and reintegration programs for victims through the AVRR scheme. This study concludes that IOM is an important actor in the TPPO management system, although it still faces challenges such as limited infrastructure and coordination between institutions.
