The management of confiscated and seized state assets represents a crucial component of the criminal justice system, demanding a high level of transparency and accountability. Within this framework, the Class I State Confiscated Goods Storage House (Rupbasan) of Palembang holds a strategic role in ensuring that all confiscated assets remain secure and legally preserved until a final court decision is reached. This study examines the implementation of the Regulation of the Minister of Law and Human Rights of the Republic of Indonesia Number 16 of 2014 concerning the Procedures for Managing Confiscated and Seized State Assets, with an emphasis on the extent to which the policy has been effectively applied in accordance with public administration principles. A qualitative descriptive approach was employed through interviews, observations, and document analysis within the institutional environment of Rupbasan Palembang. The analysis was guided by the Ripley and Franklin implementation model, focusing on three key dimensions: compliance with regulations, smoothness of routine functions, and the achievement of expected outcomes. The findings indicate that the policy implementation has been relatively effective, reflected in the officials’ compliance with established procedures and their commitment to maintaining administrative order. Nonetheless, several challenges remain, including limited storage facilities, insufficient human resources, and the absence of an integrated digital management system. These factors suggest that the implementation is functioning adequately but not yet optimal. The study underscores the importance of strengthening institutional capacity through enhanced inter agency coordination, human resource development, and the modernization of administrative systems based on digital technology to ensure more efficient, transparent, and accountable asset management practices.
