This study is entitled “Implementation of the Policy on Dissemination of Research and Development Information through the Research and Development Information System Application (ASIK) in Palembang City.” The background of this research stems from the Palembang City Government’s efforts to realize transparent, effective, and efficient public services through the use of electronic-based information technology. The ASIK application was developed by the Palembang City Regional Development Planning, Research and Development Agency (Bappeda Litbang) as a regional innovation to facilitate public access to research and development information. However, its implementation still faces several obstacles that hinder optimal utilization. The purpose of this study is to determine how the policy on disseminating research and development information through the ASIK application is implemented in Palembang City and to identify the supporting and inhibiting factors in its implementation. This research employs a descriptive qualitative method using the implementation theory of Randall B. Ripley and Grace A. Franklin, which emphasizes three dimensions: the degree of compliance, the smoothness of routine functions, and the performance and impact of implementation. Data were collected through interviews, observations, and documentation involving related parties at Bappeda Litbang Palembang City. The results show that in the degree of compliance dimension, employees have made efforts to update data and follow technical guidelines, although inconsistencies remain in information updates and stakeholder participation. In the smoothness of routine functions dimension, the ASIK application is considered sufficiently user-friendly, but there are still limitations in technical support and training for users. Meanwhile, in the performance and impact dimension, ASIK has contributed to improving transparency and accessibility of research and development information, although its utilization among the public has not been evenly distributed. Overall, the implementation of the policy on disseminating research and development information through the ASIK application has been carried out quite well. However, improvements are still needed in data updating, socialization, and technical support to ensure that the objectives of the policy can be achieved optimally.
