IMPLEMENTASI PROGRAM KARTU INDONESIA PINTAR KULIAH (KIP-K) UNTUK MENINGKATKAN KUALITAS SDM DI INDONESIA (STUDI DI FKIP UNIVERSITAS SRIWIJAYA TAHUN 2024)
The Indonesia Smart College Card Program (KIP-K) aims to improve higher education access for underprivileged students to enhance human resource quality in Indonesia. This study analyzes the implementation of KIP-K at the Faculty of Teacher Training and Education (FKIP), Sriwijaya University, in 2024 and identifies its supporting and inhibiting factors. This research employs a quantitative descriptive approach with 311 student respondents. Data were collected through questionnaires based on Edwards III’s four dimensions: communication, resources, disposition, and bureaucratic structure, and analyzed descriptively using mean scores. The results show that KIP-K implementation is in the “good” category. The bureaucratic structure dimension obtained the highest mean score (4.13), followed by disposition (4.08), resources (4.04), and communication (3.91). Supporting factors include clear communication, sufficient funding, caring staff, and organized bureaucracy, while inhibiting factors are delayed fund disbursement, limited facilities, inconsistent information, and suboptimal coordination. In conclusion, the KIP-K program at FKIP Sriwijaya University has been implemented effectively, although some aspects need improvement to achieve the program’s goals optimally.
