This research aims to find out how Collaborative Governance of the Palembang City Education Office handles school dropout children as an answer to the problem of the high number of school dropouts in the city of Palembang and to realize zero dropout children in the city of Palembang. In this research, a qualitative research type is used which uses humans as instruments and is also adapted to natural situations in relation to data collection which is generally qualitative in nature and is a research procedure that produces descriptive data, namely data from people whose behavior can be observed. The data collection techniques used in this research are interviews, observations and documentation which are collected and then processed and used as the main raw material to analyze the conditions for the existence of research objectives at the locations studied. This research uses the Collaborative Governance theory by Ansell and Gash with the indicators used, namely Initial Conditions, Institutional Design, Facilitative Leadership and Collaboration Process. The results of the research show that the Collaborative Governance of the Palembang City Education Office in Handling Out- of-School Children is running less than optimally, this can be proven by the existence of several indicators that can be said to be running less well. It is hoped that a new MoU will be signed for the collaborating parties and a forum will be held for discussions between interested parties.
