The objective of this research is to investigate the development of skills among inmates at the Special Child Rehabilitation Institution (LPKA) Class I in Palembang City. The research methodology employed is qualitative descriptive approach. Data collection is conducted through interviews, observation, and documentation. The study involves four subjects, comprising two inmates, one institution supervisor, and one prison officer. The results of the research show that there are several aspects of personality skill development that must be obtained, namely by fostering religious awareness which requires effort so that the inmates in the development institution can realize the consequences of right and wrong actions, while intellectual development itself can be done using various methods. including socialization, formal education and non-formal education by collaborating with stakeholders. Building legal awareness is also carried out by providing legal education to inmates so that legal awareness both in the institution and outside the institution can be upheld and human dignity can be protected. Life skills themselves are to create productive human resources which should be able to apply life skills education as a way to create better human resources. Therefore, the life skills that have been carried out at the Children's Special Development Institute include making flowers from paper and taking training in food photography techniques in collaboration with practical field work (PKL) students and carving out beauty through the art of painting with Dreamer Production.
