It emphasizes three main points: Smart City, Sports, and Education. The main focus is on Human Resource development. This partnership is driven by the shared identity of both cities undergoing post-industrial economic transformation. This study aims to analyze and identify the implementation of paradiplomacy between the Surabaya City Government and Liverpool, England, through sister city partnerships. This partnership is driven by the shared identity of both cities undergoing post-industrial economic transformation. This study uses the multi-level governance theory of Liesebet Hooghe and Gary Marks in their book "multi-level governance and European Integration," which states three main instruments in paradiplomacy: decentralization of power, coexistence and coordination between governments, and the involvement of non-state actors. This paper presents an explanatory presentation of paradiplomacy in the Surabaya and Liverpool sister city partnership based on the three instruments contained in the book.
