ANALISIS EFEKTIVITAS IMPLEMENTASI PROTOKOL KYOTO DALAM KONTEKS PERDAGANGAN KARBON INTERNASIONAL DI KAZAKHSTAN.
This research aims to analyze the effectiveness of the Kyoto Protocol's implementation within the context of international carbon trading in Kazakhstan, a country whose economy is heavily reliant on fossil fuel-based energy sectors. Since ratifying the Kyoto Protocol in 2009, Kazakhstan has adopted an Emissions Trading System (KazETS) as a strategic step to reduce greenhouse gas emissions and contribute to global climate change mitigation efforts. Using Arild Underdal's regime effectiveness theory, which evaluates regime success based on dependent variables (output, outcome, and impact) and independent factors such as problem-solving capacity and problem type, this study assesses Kazakhstan’s efforts. Findings reveal that despite Kazakhstan's commitment to KazETS implementation, the effectiveness remains limited by factors such as a lack of low-carbon technology, dependence on fossil fuel industries, and suboptimal coordination between government and domestic industries. The study recommends enhanced policy support, economic incentives, and international collaboration to strengthen Kazakhstan’s capacity to meet more ambitious emission reduction targets. This research aims to contribute to the development of effective carbon mitigation policies in developing nations facing similar economic and environmental challenges.
