ANALISIS IMPLEMENTASI KEBIJAKAN UJI KOMPETENSI JABATAN FUNGSIONAL TENAGA KESEHATAN KOTA PALEMBANG TAHUN 2023
Background: The competency test for functional health positions is one of the efforts to improve the quality of health services and ensure the competency of health workers in Palembang City. However, the implementation of this competency test faces several challenges, including the lack of a compiled competency dictionary and insufficient information dissemination. Objective: To analyze the implementation of the competency test for functional health positions in Palembang City in 2023. Method: This research uses a qualitative approach with 10 informants, consisting of 4 key informants and 6 main informants. Data were collected through in-depth interviews and analyzed using content analysis methods related to policy implementation. Results: The implementation of the competency test for functional positions of health workers in Palembang City in 2023 went well and in accordance with applicable regulations. The implementation process included stages of socialization, data verification, test execution, and certificate issuance. From the communication aspect, the transmission of competency test information in Palembang City was carried out through socialization, coordination, and technical guidance, although there were issues with competency standards due to overlapping regulations. Pre-competency tests (pre-ukom) helped participants, but excessive assistance could obscure the purpose of the competency test and reduce participants' initiative. From the resource aspect, the competence and number of human resources, as well as adequate facilities, supported the implementation of the competency test. Support from the Head of the Health Office and additional incentives for the testing team also played an important role. A clear bureaucratic structure with SOPs available since 2023 helped ensure effective implementation. Conclusion: The competency test policy organized by the South Sumatra Provincial Health Office needs to be reviewed more carefully, especially in the pre-competency test process. Support from organizers in the form of pre-competency tests must be balanced to ensure it does not reduce participants' initiative and maintains the integrity of the competency test. Obstacles such as information reception and overlapping regulations still exist. Further efforts are needed to address these challenges in order to improve its effectiveness in the future.
