Pra-rancangan pabrik Dikloroetana memiliki tujuan untuk memenuhi pasar domestik dan pasar impor, khususnya di wilayah ASEAN. Dikloroetana merupakan senyawa intermediate yang digunakan sebagai bahan baku pembuatan Vinyl Chloride Monomer yang merupakan bahan baku dari Polyvinyl Chloride (PVC). Bahan baku yang digunakan pada proses pembuatan dikloroetana ini adalah etilen dan klorin melalui proses reaksi direct chlorination pada bubble column reactor menggunakan katalis FeCl3 dan NaCl dengan kondisi operasi 60ο C dan tekanan 1 atm. Pabrik ini berbentuk Perseroan Terbatas (PT) dan terdiri dari 203 karyawan. Dari hasil analisa ekonomi diperoleh: • Total Capital Investment (TCI) = $ 37.752.361,4687 • Total Production Cost (TPC) = $ 134.648.955,3503 • Annual Cash Flow (ACF) = $ 17.476.614,7513 • Pay Out Time (POT) = 2,028 tahun • Rate of Return on Investment (ROR) = 39,271% • Discounted Cash Flow – ROR = 31,937% • Break Event Point (BEP) = 33,194 % • Service Life = 11 tahun Berdasarkan evaluasi ekonomi, pabrik dikloroetana layak untuk didirikan.
