This study aims to identify and analyze the risk of reactivation of the Duduk - Sampeyan - Gresik - Indro railway line to support the movement of passengers and goods in Gresik Regency and support the integrated JIIPE Industrial Estate. Primary and secondary data were collected using questionnaires, surveys, and research instruments in the form of a check list of variables. Risk analysis data processing is carried out quantitatively by formulating using the calculation of Probability with Severity Index (SI). Based on the results of data analysis, the risk analysis of the reactivation of the Duduk - Sampeyan - Gresik - Indro railway line includes 9 categories having low SI results (below 37.5), 30 categories having medium SI results (37.5% to 87.5%), and 1 category having a high SI percentage (72.9), is the risk of land acquisition which is included in the unaccelptablel category. So that it is necessary to implement risk mitigation measures to withstand or minimize risks.
