This research aims to understand, identify and analyze the Collaboration of PT Taspen (Persero) Cabang Palembang and PT Bank Mandiri Taspen Kantor Cabang Palembang as the Paying Partner in the Distribution of Civil Servant Pension Funds. The type of research applied is qualitative by using data collection techniques in the form of interviews, observation and documentations. This research using the Emerson et al.’s (2012) Collaborative Governance theory consisting of 3 dimensions, namely (1) collaborative dynamics, (2) collaborative actions), and (3) impacts and adaptation of collaboration process. The result of this research shows that this collaboration was not working optimally because it was still constrained by dimensions of collaborative dynamics and impacts and adaptation of collaboration process. This research recommends three things, namely: (1) provide the application innovation training to the involved employees, (2) increase the number of human resources that involved in the collaboration process, and (3) increase the evaluation activities periodically in order to make the collaboration runs optimally.
