IMPLEMENTASI KEBIJAKAN PELAYANAN PEMBUATAN KARTU TANDA PENDUDUK ELEKTRONIK (E-KTP) DI DINAS KEPENDUDUKAN DAN PENCATATAN SIPIL KABUPATEN MUSI BANYUASIN
This study aims to find out and analyze the implementation of the service policy for the issuance of Electronic Identity Cards (e-KTP) at the Population and Civil Registration Office of Musi Banyuasin Regency. This study employs a qualitative descriptive approach, drawing on George C. Edward III's policy implementation theory, which comprises four main indicators: communication, resources, disposition, and bureaucratic structure. Data collection techniques are carried out through in-depth interviews, field observations, and documentation. The results of the study show that the implementation of the e-KTP service policy in Musi Banyuasin Regency has been quite effective. Communication through social media, brochures, and socialization has been proven to increase public understanding. Human resources, facilities, infrastructure, and budgets are considered adequate, although there are challenges in the form of employee mutation. Service officers show a good disposition, and the bureaucratic structure runs according to standard operating procedures with effective coordination between units. However, challenges persist in terms of low community participation in rural areas, particularly in the provision of pick-up services. Therefore, it is necessary to improve coordination with the village government and implement a more effective communication strategy to achieve more equitable and optimal services.
