DISIPLIN KERJA PEGAWAI NEGERI SIPIL (PNS) DALAM MENINGKATKAN KINERJA PEGAWAI BADAN PERTANAHAN NASIONAL KANTOR WILAYAH PROVINSI SUMATERA SELATAN
This research explores the implementation of work discipline among Civil Servants (PNS) in enhancing employee performance at the Regional Office of the National Land Agency (BPN) of South Sumatra Province. The study is driven by the low compliance of employees with working hours and weak discipline in fulfilling public service duties. Using a descriptive qualitative method, data were collected through observation, interviews, and documentation. The analysis refers to Anwar Prabu Mangkunegara’s framework with four indicators: (1) Discipline toward Regulations, (2) Behavioral Discipline, (3) Discipline in Adaptability to Change, and (4) Discipline in Carrying Out Responsibilities. The findings show that work discipline remains suboptimal, especially in adherence to working hours, consistency in duty performance, and service delivery. Although Government Regulation No. 94 of 2021 provides a legal basis, discipline is still influenced by personal factors and weak leadership in enforcing rules. Applied sanctions have yet to create a deterrent effect. Therefore, performance improvement requires consistent enforcement of discipline, supported by evaluation systems, continuous training, and exemplary leadership.
