This research discusses the Strategy of the Palembang City General ElectionCommission in lecreasing the Participation of Beginner Voters in 2024. Thebackground to this research is because there are still beginner voters who did notparticipate in the 2019 Election. The reason for the non-participation of novicsvoters is becmuse there are novice voters who are indifferent to participation inelections. The theory in this research is strategy theory by Chandler which consistsof 3 dimensions, namely Long Term Formulation and Goals, Action Selection andResource Allocation. The type of research used is descriptive wich qualitativeresearch methods. Based on the results of the research conducted, it was found thatthere was indeed a strategy used by the Palembang City General ElectionCommission (KPU) to optimize community participation and novice voters in theelections. This strategy involves effective communication, socializing the importanceof voting rights, and providing access to information about elections. Judging fromthe research results obtained, it is recommended that the General ElectionCommission (KPU) of Palembang City pay attention to the technical implementationof the strategy, as well as be careful about the use of technology in implementing thestrategy being carried out Keywords: Strategy, General Election Commission, Participation, New Voters.
