DIPLOMASI EKONOMI INDONESIA DALAM MENINGKATKAN EKSPOR CRUDE PALM OIL (CPO) KE BELANDA TAHUN 2020-2023
Indonesia seeks to expand its market share by optimizing traditional markets and diversifyin export products, with the European Union as the focus for traditional market expansion. Within this region, Indonesia has identified the Netherlands as a key potential partner, primarily because the country handles around 40% of CPO distribution through the Port of Rotterdam and hosts the headquarters of various multinational companies. This study applies Maaike Okano-Heijmans' theory of economic diplomacy, focusing on four expressions of commercial diplomacy: trade promotion, investment promotion, business advocacy, and socially responsible investing. The research uses a descriptive qualitative approach, relying on secondary data from official government reports, trade statistics, policy documents, academic journals, books, and online articles. The findings indicate that Indonesia has made various diplomatic efforts, including trade missions through ITPC Rotterdam, showcasing a biodiesel project in the Sei Mangkei Special Economic Zone, lobbying against the EU's EUDR policy, and accelerating the implementation of ISPO certification. While these efforts have contributed to a 3% increase in CPO export volume to the Netherlands as of October 2024, the study highlights several key challenges. First, Indonesia’s diplomatic approach remains largely reactive to the EU's discriminatory policies. Second, the participation of smallholder farmers in ISPO certification is still limited, covering only about 40%. Third, there is a lack of integration between sustainability concerns and economic diplomacy strategies. The study recommends adopting a more proactive and integrated diplomatic approach that involves all relevant stakeholders and strengthens data-driven sustainability narratives.
